Computing Literacy Project

I'm working on the final touches of a treatise on Systems Administration that I've mentioned in passing here before. I hope to have this project up on a web-server near you (near me?) in a few months. Because I've had a lot of fun working on this project, I decided that it would be cool to do a similar project on another topic dear to my technical interest: Computing Literacy.

Computing literacy? Isn't that a little early nineties for you and or everyone?

Well yes, I suppose, but don't think that the improvements that have aided the adoption of technology in the last 20 years have necessarily raised the amount of computing literacy. In fact, it would not surprise me if all of the abstraction and friendly user interfaces make it more difficult for users to understand how their computers actually work.

Because their computers play such an important role in everyone's life and work, I suspect that there are a lot of folks who don't know how these things work but want to learn. And the truth is that there aren't a lot of resources around for people who aren't already tinkerers and hackers.

This is where I fit in: I can write a book-like object that provides useful information in an easy to understand way that technical people can provide their friends and family say things like "what's a database?" or "what do you mean compiled?" or "what's a server?" or "what is this file system thing?"

Are you so arrogant as to think that you can add something new to this subject?

I'm not going to develop new technology here, or suddenly make things easier to understand, but I think there's a niche for computer users between people like me, who download putty on other people's computers to ssh into their VPS server which hosts a VPN that their laptops are connected to, to ssh into their laptops to kill misbehaving X11 sessions (no really, I just did that,)* and most people who just know how to open MS word and send emails, and browse the web.

And I think that giving folks who are technically creative, intuitive, and curious a way to learn about their computers and technology would be great. Particularly in a way that doesn't assume too much prior knowledge, or an interest in complicated math.

Ok, so you're convinced that it's a good idea, what's going to be special about this?

First, while the material will not be so complicated or so novel, I think the presentation may be. Additionally, I envision this document as a useful reference for describing and defining basic computing concepts, to support more technical blog posts and articles.

Finally , I think it would be fun to do this book-like object in a more iterative style, relative to the Systems Administration book: I'll sketch out the basics, put a disclaimer at the top about links breaking and then publish it, and publish changes and make the whole thing accessible by git..

Sound cool to anyone?

So there you have it.

NC Considers Making Sea Level Rise Illegal

According to North Carolina law, I am a billionaire. I have a full-time nanny for my children, I have won the Pulitzer Prize, and I get to spend the entire year taking guitar lessons from Mark Knopfler. Oh, my avatar? I haven?t got around to changing it, but by law, I now look like George Clooney. There?s also a supermodel clause, but discussing the details would be boasting.

You think I?m kidding, but listen to me: I?m from North Carolina, and that?s how we roll. We take what we want to be reality, and we just make it law. So I?m having my state senator introduce legislation writing into law all the stuff I mentioned above. This is North Carolina, state motto: ?Because that?s how I WANT it to be.?

You know, of course, about our passing May 8 of Amendment One, which has now written into our constitution anti-marriage discrimination against anyone who doesn?t fit one group?s image of marriage. It?s just as ugly as it sounds ? just as ugly as the last time we wrote such marriage discrimination into our constitution, in 1875, when instead of protecting us against the idea of same-sex couples marrying, it was protecting us against racial miscegenation ? down to the third generation, mind you. Good times!

Okay, though. These are hard days, people are crazyish, and you just have to soldier on, right? But then it turns out that North Carolina legislators are now tossing around bills that not only protect themselves from concepts that make them uncomfortable, they?re DETERMINING HOW WE MEASURE REALITY.

In a story first discussed by the NC Coastal Federation and given more play May 29 by the News & Observer of Raleigh and its sister paper the Charlotte Observer, a group of legislators from 20 coastal NC counties whose economies will be most affected by rising seas have legislated the words ?Nuh-unh!? into the NC Constitution.

Okay, cheap shot alert. Actually all they did was say science is crazy. There is virtually universal agreement among scientists that the sea will probably rise a good meter or more before the end of the century, wreaking havoc in low-lying coastal counties. So the members of the developers? ?lobbying group NC-20 say the sea will rise only 8 inches, because ? because ? well, SHUT UP, that?s because why.

That is, the meter or so of sea level rise predicted for the NC Coastal Resources Commission by a state-appointed board of scientists is extremely inconvenient for counties along the coast. So the NC-20 types have decided that we can escape sea level rise ? in North Carolina, anyhow ? by making it against the law. Or making MEASURING it against the law, anyhow.

Here?s a link to the circulated Replacement House Bill 819. The key language is in section 2, paragraph e, talking about rates of sea level rise: ?These rates shall only be determined using historical data, and these data shall be limited to the time period following the year 1900. Rates of seas-level rise may be extrapolated linearly. ?? It goes on, but there?s the core: North Carolina legislators have decided that the way to make exponential increases in sea level rise ? caused by those inconvenient feedback loops we keep hearing about from scientists ? go away is to make it against the law to extrapolate exponential; we can only extrapolate along a line predicted by previous sea level rises.

Which, yes, is exactly like saying, do not predict tomorrow?s weather based on radar images of a hurricane swirling offshore, moving west towards us with 60-mph winds and ten inches of rain. Predict the weather based on the last two weeks of fair weather with gentle breezes towards the east. Don?t use radar and barometers; use the Farmer?s Almanac and what grandpa remembers.

Things like marriage rules involve changing social mores and those who feel that certain types of marriage are wrong can be understood and even forgiven. They?re certainly on the wrong side of history, but it?s a social issue where emotion understandably holds sway over things like evidence.

But while the rising sea may engender emotion, it exists in a world of fact, of measurable evidence and predictable results, where scientists using their best methods have agreed on a reasonable ? and conservative ? estimate of a meter or more of rising seas in the coming century. In 2007 the Intergovernmental Panel on Climate Change gave a hesitant estimate of up to 59 centimeters of rise ?but even two years later that estimate already appeared low and scientists began to expect a rise of a meter or more.

No matter in North Carolina. We?ve got resorts to build and we don?t care what the rest of the ocean does ? our sea isn?t going to rise by more than 15.6 inches. Because otherwise it?s against the law.

No information on whether the scientists on the panel, like Galileo, have stamped their feet and muttered ?And yet it rises!? But there?s no doubt that NC?s legislative inquisitors will be classified along with Galileo?s papal persecutors and their own forebears who outlawed interracial marriage, as on the wrong side of history.

But these folks will also be wet.

I?d love to write more, but I have chores to do and kids to manage. Man ? all this housework after a full day of work at my desk just doesn?t seem right. There oughtta be a law. Hey, wait a minute ?.

Nor is it credible to attribute the Spurs? obscurity to San Antonio?s alleged ?small market? status, a hoary clich? that fails to notice the extraordinary population growth in Texas since the ABA-NBA merger brought the Spurs into the league. It?s true that San Antonio remains considerably smaller than New York, Los Angeles, Chicago, or even Dallas and Houston. But it?s far from the NBA?s smallest market. War crimes court hands Liberia's Taylor 50 years in jail

A UN-backed court jailed Liberia's Charles Taylor for 50 years Wednesday for fuelling Sierra Leone's savage war, known for its mutilations, drugged child soldiers and sex slaves.

The former Liberian president, 64, was convicted last month of all 11 counts he faced of war crimes and crimes against humanity for aiding and abetting Sierra Leone's Revolutionary United Front during the country's 1991-2001 civil war.

In return, he was paid in "blood diamonds" mined by slave labour in areas under control of the rebels, who murdered, raped and kept sex slaves, hacked off limbs and forced children aged under 15 to fight, the court found.

"The accused has been found responsible for aiding and abetting some of the most heinous crimes in human history," said Special Court for Sierra Leone judge Richard Lussick, reading out the ruling on Wednesday.

He detailed a litany of horrors, including rebels cutting open pregnant women "to settle bets on the sex of a child." Many witnesses were "weeping as they testified. Their suffering will be life-long," Lussick said.

"The trial chamber noticed that the effects of these crimes on the families and society as a whole in Sierra Leone was devastating," the judge said at the hearing in Leidschendam, just outside The Hague.

It was the first sentence against a former head of state in an international court since the Nuremberg Nazi trials in 1946.

Taylor -- with gold-rimmed glasses and cropped greying hair, a dark suit and gold tie -- listened with his eyes closed as the judge handed down the sentence, which Taylor's team, and prosecutors, have two weeks to appeal.

Chief prosecutor Brenda Hollis had asked for 80 years' prison and said her team would study the sentence before deciding whether to appeal.

"The sentence... does not replace amputated limbs, does not bring back to life those who were murdered," she said. "It does not heal the wounds of those victims of sexual violence and does not remove the permanent emotional and psychological scars of those enslaved or recruited as child soldiers.

"But it brings back some measure of justice... for those fortunate enough to survive."

Taylor's legal team indicated it would appeal.

In Washington, the US hailed Taylor's conviction and sentencing.

"The conviction of Charles Taylor is a significant moment for the people of Sierra Leone and, I would note, a milestone for justice and accountability," State Department spokesman Mark Toner told reporters.

In Sierra Leone's capital Freetown, hundreds of survivors of the war, which claimed 120,000 lives, watched the proceedings in silence on a large TV screen.

Among them was Al Hadji Jusu Jarka, former chairman of the association of amputees, who had both his arms cut off by the rebels.

"The curtain has now been drawn on Charles Taylor," he said. "I hope he will be haunted by his deeds as he languishes in jail."

Sierra Leone hailed the sentencing as "welcome news to both government and the nation".

"It is a step forward as justice has been done," Deputy Information Minister Sheku Tarawali said.

In Monrovia, some Liberians said they felt humiliated by Taylor's sentence, while others voiced relief that a dark chapter in the history of the two neighbouring countries had been brought to a close.

But many remain deeply bitter that the atrocities of Taylor's reign as a warlord in his own country have gone unpunished.

"To judge Mr. Taylor for what occurred in Sierra Leone and ignore what occurred in Liberia is for me a betrayal from the part of the international community," said Ruth Mendee, 43, whose two children were raped in front of her.

Taylor's lawyer Courtenay Griffiths however said the sentence meant that "effectively Charles Taylor will die in prison".

Judge Lussick said that Taylor, as president from 1997 to 2003, "held a position of public trust and higher authority, which he abused".

Throughout the trial, Taylor maintained his innocence and insisted he was instrumental in eventually ending Sierra Leone's civil war.

But the judge said that Taylor "secretly... was fueling hostilities".

The ex-president will now remain in the UN's detention unit in The Hague until appeal procedures are finalised, his lawyers said. The process could still take several months.

Taylor's sentence will be served in a British prison under a 2007 deal to put him on trial in the Netherlands-based court.

The nearly four-year trial, which wrapped up in March 2011, saw several high-profile witnesses testify.

Among them was supermodel Naomi Campbell, who told of a gift of "dirty diamonds" she received in 1997 after a charity ball hosted by South Africa's then-president Nelson Mandela.

Nigeria arrested Taylor in March 2006 as he tried to flee from exile there after being forced to quit Liberia three years earlier, under international pressure to end that country's own civil war.

He was transferred to The Hague in mid-2006 amid fears that putting him on trial in Freetown would pose a security threat.

RALEIGH, N.C. (AP) ? Doc Watson, the blind Grammy-award winning folk musician whose mountain-rooted sound was embraced by generations and whose lightning-fast style of flatpicking influenced guitarists around the world, died Tuesday at a North Carolina hospital, according to a hospital spokeswoman and his manager. He was 89.

Watson died at Wake Forest Baptist Medical Center in Winston-Salem, where he was hospitalized recently after falling at his home in Deep Gap, in the Blue Ridge Mountains. He underwent abdominal surgery while in the hospital and had been in critical condition for several days.

Arthel "Doc" Watson's mastery of flatpicking helped make the case for the guitar as a lead instrument in the 1950s and 1960s, when it was often considered a backup for the mandolin, fiddle or banjo. His fast playing could intimidate other musicians, even his own grandson, who performed with him.

Richard Watson said in a 2000 interview with The Associated Press that his grandfather's playing had a humbling effect on other musicians.

"Everybody that's picked with you says you intimidate them, and that includes some of the best," Richard Watson told him.

The ever-humble Doc Watson found it hard to believe.

Country and bluegrass singer Ricky Skaggs said Tuesday evening, "An old ancient warrior has gone home."

"He prepared all of us to carry this on," Skaggs added. "He knew he wouldn't last forever. He did his best to carry the old mountain sounds to this generation."

Doc Watson was born March 3, 1923, in Deep Gap, about 100 miles northwest of Charlotte. He lost his eyesight by the age of 1 when he developed an eye infection that was worsened by a congenital vascular disorder, according to a website for Merlefest, the annual musical gathering named for his late son Merle.

He came from a musical family. His father was active in the church choir and played banjo and his mother sang secular and religious songs, according to a statement from Folklore Productions, his management company since 1964.

Doc Watson's father gave him a harmonica as a young child, and by 5 he was playing the banjo, according to the Merlefest website. He learned a few guitar chords while attending the North Carolina Morehead School for the Blind in Raleigh, and his father helped him buy a Stella guitar for $12.

"My real interest in music was the old 78 records and the sound of the music," Doc Watson is quoted as saying on the website. "I loved it and began to realize that one of the main sounds on those old records I loved was the guitar."

The wavy-haired Watson got his musical start in 1953, playing electric lead guitar in a country-and-western swing band. His road to fame began in 1960 when Ralph Rinzler, a musician who also managed Bill Monroe, discovered Watson in North Carolina. That led Watson to the Newport Folk Festival in 1963 and his first recording contract a year later. He went on to record 60 albums, and wowed fans ranging from '60s hippies to fans of traditional country and folk music.

According to the Encyclopedia of Country Music, Watson took his nickname at age 19 when someone couldn't pronounce his name and a girl in the audience shouted "Call him Doc!"

Seven of his albums won Grammy awards; his eighth Grammy was a lifetime achievement award in 2004. He also received the National Medal of the Arts from President Bill Clinton in 1997.

"There may not be a serious, committed baby boomer alive who didn't at some point in his or her youth try to spend a few minutes at least trying to learn to pick a guitar like Doc Watson," Clinton said at the time.

Folklore described Watson as "a powerful singer and a tremendously influential picker who virtually invented the art of playing mountain fiddle tunes on the flattop guitar."

Countless guitarists have tried to emulate Watson's renditions of songs such as "Tennessee Stud," ''Shady Grove," and "Deep River Blues."

Doc Watson's son Merle began recording and touring with him in 1964. But Merle Watson died at age 36 in a 1985 tractor accident, sending his father into deep grief and making him consider retirement. Instead, he kept playing and started Merlefest, an annual musical event in Wilkesboro, N.C., that raises money for a community college there and celebrates "traditional plus" music.

"When Merle and I started out we called our music 'traditional plus,' meaning the traditional music of the Appalachian region plus whatever other styles we were in the mood to play," Doc Watson is quoted as saying on the festival's website. "Since the beginning, the people of the college and I have agreed that the music of MerleFest is 'traditional plus.'"

Doc Watson has said that when Merle died, he lost the best friend he would ever have.

He also relied on his wife, Rosa Lee, whom he married in 1947.

"She saw what little good there was in me, and there was little," Watson told the AP in 2000. "I'm awful glad she cared about me, and I'm awful glad she married me."

In a PBS NewsHour interview before a January appearance in Arlington, Va., Watson recalled his father teaching him how to play harmonica to a tune his parents had sung in church, as well as his first bus trip to New York City to perform in the early 1960s. He gave an early solo performance at Gerde's Folk City in Greenwich Village, a hot spot for the folk music revival, and later played Carnegie Hall.

Telling the stories in a folksy manner, he broke into a quiet laugh at various points. He said he still enjoyed touring.

"I love music and love a good audience and still have to make a living," Watson said. "Why would I quit?"

Musician Sam Bush, who has performed at every Merlefest, began touring with Doc and Merle Watson in 1974, occasionally substituting for Merle when he couldn't travel.

"I would sit next to Doc, and I would be influenced by his incredible timing and taste," Bush said after Watson's recent surgery. "He seems to always know what notes to play. They're always the perfect notes. He helped me learn the space between the notes (are) as valuable as the ones you play."

Bush said he was also intimidated when he began playing with the man he calls "the godfather of all flatpickers."

"But Doc puts you at ease about that kind of stuff," Bush said. "I never met a more generous kind of musician. He is more about the musical communication than showing off with hot licks."

His blindness didn't hold him back musically or at home.

Joe Newberry, a musician and spokesman for the N.C. Department of Cultural Resources, remembered once when his wife called the Watson home. Rosa Lee Watson said her husband was on the roof, replacing shingles. His daughter Nancy Watson said her father built the family's utility shed.

Guitarist Pete Huttlinger of Nashville, Tenn., said Doc Watson made every song his own, regardless of its age. "He's one of those lucky guys," said Huttlinger, who studied Watson's methods when he first picked up a guitar. "When he plays something, he puts his stamp on it ? it's Doc Watson."

He changed folk music forever by adapting fiddle tunes to guitar at amazing tempos, Huttlinger said. "And people all over the place were trying to figure out how to do this," he said. "But Doc, he set the bar for everyone. He said, 'This is how it goes.' And people have been trying for years to match that.

"He took it (the guitar) out of the background and brought it up front as a melody instrument. We're no longer at the back of the class. He gave the front to us."

Wayne Martin, executive director of the North Carolina Arts Council, said recently that Watson took southern Appalachian forms of music such as balladry, old-time string music and bluegrass, and made them accessible.

"He takes old music and puts his own creativity on it," Martin said. "It retained its core, yet it felt relevant to people today."

Said Bush: "I don't think anyone personifies what we call Americana more than Doc Watson."

North Carolina Gov. Beverly Perdue said in a statement Tuesday evening that Watson will be missed.

"Over his long and brilliant career, Doc Watson traveled the world playing the music he loved, but his heart never strayed far from his home in Deep Gap, N.C.," Perdue said. "Our state was fortunate to have such a worldwide ambassador of North Carolina's culture and heritage."

In 2011, a life-size statue of Watson was dedicated in Boone, N.C., at the spot where Watson had played decades earlier for tips to support his family, according to the Folklore statement. At Watson's request the inscription read, "Just One of the People."

Lee family scraps over some of Samsung riches

SEOUL (Reuters) - Lawyers for Lee Kun-hee said on Wednesday the chairman of Samsung Electronics had been chosen by his father, the Samsung Group's founder, to lead the conglomerate and so was free to transfer shares of group companies to maintain control.

Lee, South Korea's richest man, is defending three lawsuits from relatives who claim around $1 billion of Samsung assets they say Lee inherited and hid in nominee accounts.

There's little chance Lee will lose control of Samsung, one of South Korea's chaebol - the sprawling family-owned industrial groups that wield huge economic and political clout - but the public spat over a small part of the Samsung fortune may dent his plans for a smooth handover to his only son, Jay Lee.

In opening remarks before a packed Seoul Central District Court, Lee's lawyers argued that the group's founder, Lee Byung-chull, made it clear before he died in 1987 that Lee would inherit his shares in Samsung Electronics and Samsung Life, an insurance company at the heart of a web of group cross-shareholdings.

"The Samsung founder had said clearly he will have Lee Kun-hee take over from him to lead the group ... and that naturally includes his will to transfer shares (of key Samsung companies) to the defendant to ensure his management control," Yun Jae-yun, a former judge representing Lee, told the court.

Lawyers for Lee's elder brother, Maeng-hee, who is in his 80s, a sister and another relative said they did not know until last year about $3.8 billion of assets that Lee inherited.

The lawyers, from Yoon and Yang, said Samsung's founder had never said that any plan for Lee to assume control of the group included inheriting all his father's assets. "The plaintiffs had not been aware of the existence of such assets held in nominee accounts, and these should be distributed to those entitled to the inheritance," they said.

KEEPING CONTROL

In recent weeks Maeng-hee called his younger septuagenarian brother "greedy" and "childish". Kun-hee has said Maeng-hee was turfed out of the family and not judged fit to lead Samsung, which was founded in 1938 and has grown into the world's largest smartphone, TV and memory chip maker.

Samsung on Tuesday launched its latest Galaxy S III smartphone into an expectant market. Samsung sold 44.5 million smartphones in January-March - equal to nearly 21,000 every hour - giving it 30.6 percent market share, well ahead of Apple Inc's rival iPhone.

The hearing, which will resume on June 27, may shed more light on how the Lee family maintains its grip on the phones-to-ships group, some details of which emerged in a 2008 lawsuit when Kun-hee was found guilty of financial wrongdoing and tax evasion. He was later pardoned by South Korea's president.

"It's generally not in one's favor to bet against the House of Samsung and the chairman for domestic legal issues - where such influence often transcends economic borders into legal ones," Jasper Kim, a professor of international business law and finance at Ewha University's graduate school, said before Wednesday's hearing.

EVER EVERLAND

The Samsung Group is effectively controlled by Samsung Everland, a small zoo and theme park company with equity capital of just $10.7 million. If Kun-hee's stake in Samsung Life - he is the biggest shareholder with 20.76 percent - falls below Everland's 19.34 percent, Everland would, under South Korean law, be forced to sell stakes in non-financial companies, including Samsung Electronics.

Maeng-hee and the other plaintiffs are seeking a quarter of Kun-hee's stake in Samsung Life.

In the run-up to the hearing, Hyundai Securities analyst Jun Yong-ki predicted Lee would prefer to settle in cash because losing some of his stake in Samsung Life could spark a bigger ownership restructuring across the group.

Samsung has declined to comment as the litigation is a personal, civil case.

FAMILY FRICTION

Lee Maeng-hee was chosen to lead Samsung in 1967 when his father retired, but his aggressive management style caused friction with the founder's confidants, according to several books about Samsung. Ties were finally severed after a coup by the founder's second son, Chang-hee, who told the presidential office his father had a $1 million slush fund overseas.

Lee Byung-chull believed his eldest son was also involved in the plot to discredit him. He exiled Chang-hee to the United States, and returned as chairman himself. In 1976, when diagnosed with cancer, he decided Kun-hee should take over the business. Chang-hee died in 1991.

In a recent book on Maeng-hee, "Prince Sado of Samsung", Lee Yong-u, no relation, wrote that Maeng-hee failed in his succession bid due to a conspiracy by the founder's inner circle, which included Kun-hee's father-in-law.

PUBLIC ANGER

As and when Jay Lee takes over, there is likely to be closer public scrutiny amid growing anger over chaebols' dominance in an economy where wealth gaps are widening.

"It's not clear whether the share transfer scheme to Jay Lee will be clawed back by the courts at this point, from a legal purview," said Ewha's Kim.

Jay Lee, 43, has yet to make any significant mark on the business, beyond a failed e-commerce venture during the dotcom bubble. Critics say he lacks his father's charisma, business insight and entrepreneurship. The snappily dressed and bespectacled Lee has a degree in East Asian history from Seoul National University, an MBA from Keio University in Japan and also attended the doctoral program at Harvard Business School. He has two children and went through one of Korea's highest profile divorce cases.

The Lee family has been criticized by activist shareholders over its obscure share dealings and, longer term, there is a risk that a focus on keeping it in the family may damage the group.

"The current Samsung Group transfer of power dynamics resembles the Roman Empire at or near its peak," said Ewha's Kim.

  • $10.9m to provide new buildings, refurbishments & classrooms at centres to help families in disadvantaged areas

  • 75 schools eligible to receive grants of up to $10,000 for support programs

Education Minister Liz Constable today announced details of capital works for 10 new Child and Parent Centres at public primary schools to provide vital services to help families nurture their children across Western Australia.

?

The State Government will spend $10.9million on new buildings and refurbishments to create facilities for the centres to provide programs and services to benefit young children in disadvantaged areas.

?

The capital works form part of a $28.8million investment plan over the next four years to provide integrated services for children and parents.

?

Each Child and Parent Centre will develop a suite of services and programs to meet the needs of local families and might include such services as child health checks and referrals by a nurse, parenting information and programs, counselling and family support delivered by school psychologists, playgroups and early learning programs with parental involvement and allied health services such as occupational therapy, speech therapy and physiotherapy.

?

?Each of these centres will provide support and services to some of this State?s most vulnerable children and their families,? Dr Constable said.

?

?The centres will ensure that, rather than children playing catch-up when they start school, they are well-prepared to go into pre-primary and achieve their potential.

?

?With public schools in almost every community in WA, it makes sense to establish these centres at school sites where they can be easily accessed by families.?

?

The Government will invest an estimated $1.5million in capital works at each of the following schools:

  • Challis Early Childhood Education Centre

  • Neerabup Primary School

  • Roseworth Primary School

  • Westminster Junior Primary School

  • Dudley Park Primary School

In addition, Calista and Carey Park primary schools will each receive a new purpose-built building worth $1million each.

?

South Hedland Primary School will receive a $600,000 refurbishment and Brookman and Warriapendi primary schools will each benefit from a $400,000 upgrade to create special facilities to form their child and parent centre.

?

?While these new buildings will officially open in 2014 and 2015, services at the new child and parent centres will be offered as soon as co-ordinators are in place at each school site in the second half of this year,? the Minister said.

?

?All families should feel welcome to walk into any of these centres, where they will find a team of professionals able to help them raise happy and healthy children ready to learn at school.?

?

As well as the 10 centres, an additional 75 primary schools in low socioeconomic areas will be eligible for an annual Early Years Service Grant of up to $10,000 each, starting in 2013.

?

?These one-off grants will cover minor works and additional resources, allowing schools to deliver better support programs for children aged four and under,? Dr Constable said.

?

Outsourced Community Management: Agency to B2B Social Media ...

Outsourcing community management is a cost-effective way for companies to run successful social media programs even if they don?t have the internal social media resources to support such activities on their own.

Sometimes a company?s marketing department is in the midst of developing internal resources and engages with a third-party community manager to provide strategic and practical guidance to help them get their footing before taking over social media activities later on.

Other times, a company is too small or new to have its own marketing department, but realizes the benefits of social media as a relatively inexpensive marketing program. It hires an experienced, external community manager to run its program, saving the cost-heavy training and trial-and-error activities required to learn the platforms on its own.

At Francis Moran and Associates, I am responsible for developing social media strategies and also, if clients require, carrying out those strategies on their behalf. I?ve done this for large enterprises based right here in Ottawa as well as tiny startups located as far away as the U.K. Regardless of how much space there is between agency and client, the processes required to carry out successful outsourced social media activities are the same.

Lay down expectations at the outset

The first step to successful agency-client social media communications is laying down expectations in the social media proposal and strategy at the outset of the program. The strategy, as well as a follow-up conversation, should answer:

  1. Who will take on what roles?
  2. What activities will be carried out and by whom?
  3. How often will social media activities be carried out?
  4. At what time each day will activities be carried out?

In addition, will the client be responsible for writing its own LinkedIn answers and blog comments, will the agency write responses on the client?s behalf, or will this be a shared responsibility? If the client is responsible, who will the participants be? Is this activity consistent across all social platforms, or will participation be divided and/or shared? How often are social media activities required throughout the week? Who has time to take on these activities consistently? If the agency is responsible for uncovering opportunities for the client to engage, what times can the client expect those opportunities in its inbox? How quickly will it need to turn them around for posting? Will the agency post or will the client post after the agency has reviewed?

The answers to these questions just scratch the surface of the kinds of details that must be ironed out at the outset of an outsourced social media program for communications to be smooth and effective.

Establish a single point of contact

Depending on the size of the organization, you may need to establish a few points of contact for each major department, such as sales, marketing and the c-suite. However, communications are most efficient when there is one person who acts as a direct line to the company. This person has committed to the agency to respond promptly to social media notifications, direct posts of interest onto the appropriate parties in the company to respond, and relay that content back to the agency to proof read and post (if those are indeed the expectations laid out in the proposal and strategy).

Decide means of communication

As I hope you are well aware, there is a plethora of new tools available today that help agencies and clients communicate. We have email, collaboration platforms, Skype and social media platforms, to name just a few. I?ve used every one of these tools to coordinate social media activities with clients. As there are so many messages flying back and forth between agency and client, there needs to be a system in place to ensure messages don?t get lost in the kerfuffle. Decide on one platform that works best for everyone and hold to it. If you have to get in touch with multiple people at an organization, email can sometimes be the best option as most people are familiar with it. However, if you have a sole point of contact, I recommend using social media platforms themselves for communications. For example, I direct message tweets to a client representative for her to review and then post on the account. Everything is done in one place, making it one seamless process.

If you are a B2B company looking to get involved with social media but do not have the internal resources to support such programs, I encourage you to give us a call.

Any questions?
