More banking scandals out of Wild West London

As if the latest Barclays scandal was not enough, Barclays and three other British banks are in new trouble with authorities. The political class is talking a good story, again, but we've seen it all before. There's always a lot of big talk to show the people that they're doing something though somehow the follow action never happens.

How many more times do the banks need to prove that they're untrustworthy and dangerous for society before the political class gets it? If the "three strikes and you're out" rule applied to bankers, they're all be locked up. Lucky for them, they're mostly white males with deep pockets so the rules are not the same.

More on the latest banking problem out of London via The Telegraph:

Britain?s four main high street lenders have agreed to compensate small and medium sized businesses mis-sold interest rate hedging products after the Financial Services Authority said it had found ?serious failings? in the way they marketed to some customers.
Barclays, HSBC, Lloyds Banking Group and Royal Bank of Scotland have all agreed to immediately halt the sale of complex interest rate hedges to smaller businesses and have pledged to compensate potentially thousands of customers who have been hurt by the products that have left some firms with hundreds of thousands and even millions in costs they say they were never warned about.

Today, RBS (Royal Bank of Scotland) is set to be fined for the same Libor manipulation offense as Barclays, with more banks likely to be fined soon.

On a related note, Bloomberg is reporting that lawsuits related to the Barclays Libor manipulation settlement may end up costing more than the fines themselves. Once again, we've heard it all before so seeing is believing.

Methods for nutrition monitoring in cancer patients: a cognitive perspective

In the present medical context, the evaluation and the monitoring of factors other than mere physical symptoms are an urgent demand.
In particular, the issue of quality of life (QoL) has become a relevant target in the treatment of cancer. However, the approach towards these aspects is not well standardized and the actual applications in a concrete setting are fragmented, left to personal or local initiative. If this is true for QoL in general, it is particularly relevant in the specific field of nutrition. Indeed, though the growing awareness of a correlation between chronic diseases and dietary habits has led to an increased interest in nutrition, both before and after cancer, very little is still known about the methods that measure this important variable of the QoL. Indeed, good nutrition may have a relevant impact on QoL, positively affecting both the physical and psychological well-being. Targeting this issue implies using proper instruments to both monitor and educate the patients. Hence, we argue that it is vital for oncologists to be able to individuate the best tool available in a specified context, so as to achieve an important goal with little effort, also adopting standardized strategies proved to be efficacious. In this framework, we briefly reviewed the tools more frequently reported in the scientific literature. We suggest that through a cognitive approach, it is possible to achieve important clinical targets, initially by understanding the patients? needs, values, and psychosocial factors involved in nutritional behaviour and food-related decisions, in order to develop a personalized approach. Hence, this is the only way to support concrete actions for promoting healthier diets, thus preventing recurrences, monitoring chronic conditions, and supporting a good QoL.

Using mobile technology, Filipino rice farmers now have access to personalized fertilizer advice and micro-loans to buy fertilizer for their crop thanks to a new partnership between a microfinance bank and a farmer-focused organization.

Technologies are great solutions by themselves, but linking them to financial services can provide even more benefits for farmers.

The International Rice Research Institute (IRRI) in partnership with the Philippines Department of Agriculture developed an Internet-based tool named Nutrient Manager for Rice (NMRice), which provides rice farmers with a fertilizer recommendation precisely matching their crops' nutrient needs. Use of this recommendation increases a farmer's' profit and rice yield. The Internet version was supplemented last year by a mobile phone service, and early this year as an Android application that can be downloaded for free.

NMRice is now being linked with services of BPI Globe BanKO Inc. (BanKO), the first mobile-based, microfinance-focused savings bank in the Philippines.

BanKO has agreed to partner with Alalay sa Kaunlaran (ASKI), Inc., a farmer-focused group in Central Luzon in the Philippines, to provide micro-agri loans for agricultural inputs for Filipino rice farmers. The provision of the micro-agri loans is being pilot-tested with rice farmers receiving a crop management recommendation from NMRice to increase their rice yield and profit.

The initial number of farmer-beneficiaries targeted by ASKI in the pilot is 1,500. The agreement between BanKO and ASKI was signed on May 25, 2012. Disbursement for the loans will start in late June to early July.

"This partnership is the beginning of a great opportunity to help rice farmers by combining their access to financial services with timely information on the best-bet rice management practices for increasing yield and profit in their fields," says Dr. Roland Buresh, IRRI's nutrient management expert and lead developer of NMRice.

"Fertilizers are often the highest cost for rice farmers after labor, accounting for about 20 percent of total production or capital cost for the farmers," he adds. "So, our team from IRRI partnered with the Department of Agriculture to develop NMRice to help rice farmers increase their yield and profit and to help contribute to achieving rice self-sufficiency. Through improved timing and selection of fertilizers, farmers can get more yield per amount of added fertilizer.

"Linking technologies developed from research with microfinance services that a farmer can easily access is a promising approach for helping farming households and boosting food production in the country," Dr. Buresh concludes."

As evidenced earlier, most fundamental politicians mix religion with business and bring in strange policies that not only hurt economic cooperation, but also open possibilities of military interventions. With that in mind, we must look at the change of power in Egypt with extreme skepticism and wariness. With the nuclear threat from Iran looming, Israel certainly does not need another worry hanging heavy over its shoulders. Thanks to Noble Energy, Israel will be able to put its natural gas worries to rest at least for a while till a new source can be found. The Tamar field, with its estimated 9.7 trillion cubic meters of gas, will be operational only by 2013, and Noa's supply is extremely crucial to Israel. Noble owns 47.059% of Noa, while its partners Delek Drilling and Avner Oil Exploration hold the rest.

Noble has a very important role to play in Israel's fuel needs and the company should make every possible attempt to make sure that Israel has enough gas and oil supplies to meet its fuel requirements. When Israel's fuel demands and requirements are met, the country will be able to focus on its more important issues like Iran, security and conflict resolution.

Noble is not only active in Mediterranean Sea, but also in West Africa, and elsewhere in the African continent. Noble started exploratory activities way back in the 1990s in Equatorial Guinea. With such established natural gas activities, Noble will surely be able to compete with its rivals successfully. Noble also has a few advantages over its competitors in terms of its monopoly over natural gas in the eastern Mediterranean. On the other hand, Anadarko (APC) did slightly better than Noble, as its first quarter 2012 gas sales was around 43%. However, Anadarko's monopoly is in Mozambique than in Israel, and Noble will be able to secure its position in Israel no matter what other companies are up to. Anadarko has recently been extremely active in Mozambique and has announced major projects in that Southern African country.

Exxon Mobil (XOM) is still wrangling with Iraqi central government in order to protect its contracts with the Kurdistan Regional Government and that is going to take some time. Moreover, the fact that Iraqis are getting too close for comfort with Iran is something that the bigwigs at Exxon Mobil need to be wary about.

Noble could be a very good investment option at the moment, especially as the oil and natural gas prices are falling at the moment. GEDI chip sorts prostate cancer cells
(Nanowerk News) The future of prostate cancer therapy may lie in a tiny, "sticky" silicon chip dubbed GEDI (Geometrically Enhanced Differential Immunocapture, pronounced like the "Star Wars" forces of good) that can identify and collect cancer cells from a patient's bloodstream.
A team of researchers at Weill Cornell Medical College in New York City and Cornell's College of Engineering in Ithaca has built the chip into a device that captures an unprecedentedly high concentration of rare cancer cells from metastatic prostate cancer patients for a quick, noninvasive analysis to determine the efficacy of the patients' current chemotherapy. The ability to collect a relatively pure sample of circulating tumor cells (CTCs) may also enable research to better understand the biology of metastasis and develop new treatments, the researchers said.

The "sticky" square patch (middle) of the GEDI device contains the purest collection of circulating tumor cells in the blood. The rest of the blood cells are discarded in the capsule.
Their work is described in a paper in the April 2012 issue of the journal PLoS ONE ("Functional Characterization of Circulating Tumor Cells with a Prostate-Cancer-Specific Microfluidic Device"), and was announced in a press conference at Weill by Brian Kirby, associate professor of mechanical and aerospace engineering; David Nanus, M.D., the Mark W. Pasmantier Professor of Hematology and Oncology in Medicine; and Evi Giannakakou, associate professor of pharmacology. The team includes 12 other researchers from both campuses.
Metastatic cancer is cancer that has spread from the place where it first started -- in this case, the prostate -- to another place in the body, most commonly the lungs, bones and liver. Metastasis accounts for the majority of cancer-related deaths.
"We need to be able to match the drug to the patient and the tumor," said Nanus. But tumor cells habitually mutate and develop a resistance to a previously effective therapy. In the case of prostate cancer, three drugs are in common use, but the most effective one varies with the patient and the particular cancer.
Metastasis is believed to be caused by cells that detach from the primary prostate tumor, circulate in the bloodstream and seed new tumors. Extensive clinical research shows that a reliable CTC count is a strong predictor of overall survival in metastatic prostate cancer patients. However, since the incidence of CTCs can be very small -- one CTC per 100 million blood cells -- pure CTC capture is difficult.
"This really is a needle in a haystack," Kirby emphasized.

On the GEDI chip, blood flows through an array of posts just a few millionths of a meter in diameter, coated with antibodies that stick to cancer cells. Each row of posts is offset from the one before by a distance that causes the larger cancer cells to collide with them - and stick on - more often, while other cells in the blood flow smoothly past
Cell-capture devices now in use contain antibodies that bind to an antigen found on the surface of nearly all malignant prostate cancer cells. But these antibodies also bind to other cells in the bloodstream and can collect a highly impure sample.
On the GEDI chip, a milliliter (mL, one-thousandth of a liter) of blood is pumped through a nanoscale channel filled with tiny posts just a few microns (millionths of a meter) in diameter, coated with antibodies. Successive rows of posts are offset in a carefully calculated way so that only cells larger than 15 microns will collide with the posts and stick to them, while most smaller cells flow smoothly around them.
"Most cancer cells are bigger and more rigid than normal cells, so it's about tricking these cancer cells into colliding with the sticky walls," Kirby explained.
After the test the chip is removed from the device and the captured cells extracted for analysis. In an experiment with a blood sample containing 200 mL of CTCs and 5 billion blood cells, the device captured a whopping 170mL of CTCs and only 91mL of irrelevant blood cells.
The GEDI device is scheduled to go into clinical trial this year. Meanwhile, the researchers are actively working on detectors for breast, ovarian and pancreatic cancers.
The research is one of several joint Ithaca-New York City projects associated with the Cornell Center for Microenvironment and Metastasis, a $13 million National Institutes of Health-funded Physical Sciences-Oncology Center created to use physical techniques and processes to improve understanding and care of metastatic cancer in patients.

Meanwhile, the actor admits he has "always" wanted to be a father, even when he had uncertainty about other aspects of his life.

He told the Metro newspaper: "One thing I always knew I wanted to be, since I was eight years old, was to be a father.

"When I was 20, I didn't know what I wanted for a career but I knew I wanted to be a father. The men I looked up to the most were fathers - men who raised good kids."

Human Capital Risk : HRVoice.org

Human capital risk is a weighty subject that is not well understood by most HR professionals?or risk professionals for that matter. The Conference Board of Canada recently held a summit bringing together human resources and enterprise risk experts to bring some clarity to the topic.

The most important lesson from the summit is that human capital risk is not an ill-defined topic shrouded in mystery. We have the tools and processes to tackle it just as we do for other areas of risk. HR professionals should take the time to develop an understanding of this area because their expertise is necessary for effective enterprise risk management.

What is Human Capital Risk?
It is almost always more useful to talk about ?business risk with a human capital component? rather than talk about ?human capital risk? as a standalone subject.? High turnover could be talked about as a human capital risk, but it is better to focus on a business risk such as the potential failure of a new product launch. The failure may be caused by high turnover, but the starting point is the business issue not the HR topic. We need to step away from an HR-centric view of the world and begin with the organization?s objectives when thinking about risk.

In fact, almost everything that can go wrong in a business has a human capital component. If you are worried about the risk of your Gulf of Mexico oil platform blowing up, or a part of your business breaking federal laws by bribing officials, or a trader losing billions on bad investments then your risk analysis will reveal all of those massive business risks are rooted in human behaviour. If we start with the idea that human capital risk always begins with topics familiar to the HR function then we miss the bigger role human capital plays in business risk.

Risk itself is all about uncertainty. If we know that high turnover is slowing down the product launch then that is a problem to be solved, not a risk to be managed. That may seem like an academic distinction to the HR professional anxious about turnover. However, it is important that we do not pollute risk management with all the day-to-day problems HR is struggling with. Risk management is about assessing uncertainties that have a material effect on the organization?s performance and then deciding whether to accept or mitigate that risk.

Who Owns Human Capital Risk?
Assessment of human capital risk should be driven by the Enterprise Risk Management (ERM) function. Human resources will play a key role in supporting and guiding the ERM people. However it is a mistake for HR to try to own risk assessment. ?The importance of this becomes clear when we think about a case like offshore oil rigs blowing up.? HR plays a crucial role in helping ERM understand the human side of the risk and to suggest ways to mitigate this risk. However, for HR to position oil rig disasters as a human capital risk clearly makes no sense.

One of the conclusions of Conference Board research on human capital risk is that there needs to be a formal process to assess this risk and a standing group responsible for oversight of human capital risk. Ensuring assessment of human capital risk is part of the ERM mandate fulfils both these conditions.

To be clear this doesn?t mean that HR can sit back and wait for the phone to ring with a call from ERM. Many ERM functions do not have a good handle on HR risk. HR has to step up and help ERM make sense of human capital issues. It is a partnership where both contribute expertise to the process ERM leads.

Ownership of what to do about risk must lie with business managers. Working with ERM, HR may point out that a business unit is running a risk of employee lawsuits. That assessment is helpful, however it is up to the business head to decide if that is a risk to be eliminated, mitigated or accepted.? ERM and HR work together to help the businesses identify and assess risk, not make the decision on what should be done.? HR may not agree with the business leader, but it is not up to HR to decide which risks are acceptable to the business.

Once HR gets involved in working with ERM risk, it may become apparent that the language HR uses is different from how the business talks about risk. HR?s willingness to adopt the language of business risk will have a big impact on its ability to contribute to the conversation on human capital risk.

Where HR Might Go Wrong
The Conference Board summit also served to highlight some common places HR might go wrong in its work on human capital risk. One is that that HR tends to overcomplicate things. Another is that in the US, HR professionals have?been too eager to cry wolf over perceived risks that have not actually manifested themselves like an impending talent shortages or baby boomer retirements. Another problem is HR treating risk assessment as a compliance exercise where those who step outside the lines are punished.

The key is to take the lead from the ERM department and avoid an HR-centric view of risk. By developing a close partnership with the ERM function, HR has an opportunity to add value and build credibility. It is time to develop a good understanding how human capital risk fits into the broader world of business risk and bring that understanding to the organization.
